If it never leaves [pairing mode](https://qiachip.github.io/qiachip/RX480E/RX480E-4C/QIACHIP_RX480E-4C/), check the press count: one press sets momentary, two set toggle, three set latching. The indicator staying on means it is waiting for a remote. Then press any button on the remote once. If a known-good QIACHIP remote still gives no output, the remote is the likely mismatch. What does the indicator do after the presses? A photo of the remote label would also help us check it.
